Arsenal have launched a £37million double raid for Dennis Praet and Joachim Andersen this summer.
The Sampdoria duo are wanted by Unai Emery as he looks to strengthen the Gunners.
But after failing to win the Europa League, Arsenal only have a budget of around £40m.
And The Sun say Praet and Andersen will cost a combined £37m if the Gunners are to secure the Serie A pair.
Praet, 25, is seen as a replacement for Aaron Ramsey who will join Juventus on a free transfer this summer.
Centre-back Andersen has been linked with Manchester United and Tottenham.

Arsenal fans are calling for Pierre-Emerick Aubameyang to be sold after noticing the striker has removed the Gunners from his Instagram profile picture and bio.

The Gabon international, who won the Premier League golden boot this season, has emerged as a target for two Chinese Super League sides.
In a strange development, though, the forward has now deleted traces of his club from his Instagram profile.
And some Arsenal fans want Aubameyang sold in the wake of his decision.
“Thinking we should just sell aubameyang but not Ozil. Had enough,” said one fan.
“I’d sell Aubameyang to China if it meant we could get Zaha,” said another.
“If we’re getting good money for Aubameyang we might as well sell him,” a third said.

Neymar has been told he must lower his PSG salary if he is to return to Barcelona this transfer window, it has been claimed.
Neymar’s future at PSG beyond this transfer window is uncertain, with the Brazil international being linked with both Barcelona and Real Madrid.
However, former Marca editor Eduardo Inda has claimed that Barcelona have told Neymar he must lower his salary if a transfer is to happen.
“There are still contacts with Barcelona,” Inda said.
“But they have told him that if he wants to go home he has to cut his salary in half.
“He charges 40 million net per year and he would have to reduce it to 22 or 23.”

Diego Maradona believes he is the man to turn Manchester United around – adding that Paul Pogba does not work hard enough.
“If Manchester [United] need a coach, I’m the man to do it,” Maradona said in an interview with FourFourTwo magazine.
“I know they sell lots of shirts around the world, but they need to win trophies, too. I can do that for them.
“Manchester United used to be my favourite English team for so long.
“So many great players and a great team under Alex Ferguson. But now I have to say Man City. I know you shouldn’t change like that but it’s because of Kun [Aguero]. We speak a lot and he plays in a very good team.”
